State Secretary Van Huffelen (Kingdom Relations and Digitalization) shares with the House of Representatives the status of the implementation of a new ICT infrastructure at Logius.

In my letter of June 27, 2022 (Parliamentary Paper 26 643 no. 866), I informed your Chamber about the delay in the construction and transition to a new ICT infrastructure at Logius. With this letter I inform you about the state of affairs, the measures I have taken and how I will ensure that the process will be completed successfully. The continuity of digital services to citizens and businesses has my full attention. As reported in my earlier letter, the services for vital services to citizens, such as DigiD, will remain safeguarded. This is because the old ICT infrastructure will remain in use until the migrations to the new infrastructure have taken place successfully.
An analysis of the state of affairs was done under my supervision.
Logius is making progress in building the new ICT infrastructure. The delivery of the solutions to the technical bottlenecks previously identified by the supplier is almost complete. A number of smaller digital services and/or service components have already migrated to the new infrastructure that is already adequate for these smaller services. Logius is taking the experiences with this into account in the migrations of the larger services. As a result, it is expected that in the fourth quarter of 2022 the new infrastructure will be put into use in a controlled and managed manner, after which other digital services can migrate. All digital services are expected to be migrated by 2024. I have asked an external expert and the ICT Review Advisory Board to research and advise on the chosen solution direction. They will issue their opinions in the coming months. These opinions will be involved in the further construction and migrations.
Delays in construction and transition to the new infrastructure are increasing costs and illegality. There has also unfortunately been a delay in the planning of migrations and with respect to a single new service to be developed. In addition to what I shared with your Chamber earlier (Parliamentary Paper 26 643, no. 866), the delay in building the ICT infrastructure also has an impact on the Digipoort and Federatief Berichtenstelsel (hereafter: FBS) reconstruction programs. Digipoort is the ICT center where much message traffic for the government is handled. FBS supports the more stringent requirements from the bill on modernization of electronic administrative traffic (hereinafter: WMEBV), which is currently before the Senate. The current services will be continued on the existing infrastructure until the new services are ready. This will limit the impact of the delay for citizens and businesses.
On other legal commitments I do not foresee any impact at this time. Existing services to citizens and businesses will not be affected by the delay in building the new ICT infrastructure.
New schedules are being drawn up with implementing organizations and co-governments that use Logius services when they will be able to start using the services after the migration.
Continuity of digital services to citizens and businesses is a top priority for me. Therefore, I will remain actively involved in the implementation of the new ICT infrastructure until all digital facilities have made the transition. I will inform your Chamber about the progress.
