The impetus for this book is the large number of misunderstandings that have arisen in the social domain since 2015. It came about from the need to answer the question of who may have access to the sensitive data in the social domain and with whom data may be shared.

In 2015, a reform took place in the social domain. In that year, municipalities became responsible for social support, long-term care, youth assistance and the quality and continuity of those services. Since then, many questions have arisen about the sharing of personal data; how to cooperate from an integral vision and what information the different parties are allowed to share. This book addresses these in detail.

The book is aimed at practitioners from both municipalities and aid agencies, lawyers, policy makers, quality assurance officers, privacy consultants and data protection officers. It serves as a textbook and reference work.

The goal is to impart knowledge of the legal rules, apply that knowledge in concrete situations and recognize misunderstandings. The aim is to achieve optimal cooperation between municipality and social workers with respect for the individual's own direction and the integrity of the professional.

This second updated edition includes the Municipal Debt Relief Act. As of Jan. 1, 2021, that law includes a detailed description of the exchange of personal data between public and private parties. Parts of the remaining chapters have been clarified and updated to June 2022.
