Organizations developing or using AI systems are required by law to ensure that employees and contractors have sufficient knowledge and skills to use AI responsibly. The AP emphasizes that AI literacy is a core requirement for protecting fundamental rights and taking advantage of technological opportunities.

Four steps to an AI-aware organization

The handbook provides a practical roadmap:

  • Identify: Map what AI systems are being used, who is working with them, and what risks and opportunities exist.
  • Set goals: Set measurable goals tailored to the risk profile of the systems and the roles of employees.
  • Implement: Provide training, awareness and managerial commitment. AI literacy should be part of the broader AI strategy.
  • Evaluate: Monitor progress and adjust approach as needed. AI literacy is an ongoing process.

The AP calls on organizations to organize AI literacy not only bottom-up, but also top-down. Administrators should agenda, budget and actively support the topic.

AI literacy affects everyone

AI literacy is not only relevant for techies. Policymakers, service providers and external partners also need to understand how AI works, the risks involved and how to deal with algorithms responsibly. The AP emphasizes that there is no "one size fits all" approach: interpretation depends on the context, knowledge level and role of those involved.
