Malicious people can still call people using their bank's phone number. NOS recently reported this as a result of its own research.

A bill requiring telecom providers to crack down on phone spoofing has been in the works for years. However, this would require an amendment to the telecom law. At present, the status of the bill is not known. When it is ready, it will first have to be submitted to the Raad van State. Then the Lower and Upper Houses can vote on it. Originally, the plan was for the bill to appear in the third quarter of 2021.
Telecom companies have a list of the most commonly used bank phone numbers to prevent spoofing, according to NIS. Together with banks, telecom providers have also already taken measures to counter SMS phishing with alphanumeric and numeric numbers. The Dutch Banking Association (NVB) wants additional warnings about phone spoofing.
