Email archiving policy one step further

CIO-Rijk, in collaboration with the privacy advisors of the central government and the PAR team (Privacy Advisor Rijk), reviewed the policy around e-mail archiving for privacy risks. It was then tightened up with measures to reduce residual risks to an acceptable level. As a result, the policy is ready for approval and can now move forward in the decision-making process.

The next step is to submit the policy for approval to the Interdepartmental Committee on the Management of Central Government (ICBR) and the Group Works Council of Central Government (GOR), the umbrella works council of central government. Once adopted, it can then be implemented within all government organizations.

Developing supported policies

Within the central government, e-mail archiving is an issue that has been around for quite some time. Here interests and legislation differ. From the Archive Act and the Open Government Act (Woo), there is a desire for transparent decision-making, accountability and openness. At the same time, the General Data Protection Regulation (AVG) is there to guard the privacy of sender, recipient and those who are the subject of the emails. This makes it difficult to develop a supported policy for storing and archiving e-mail traffic.

The policy was created through collaboration between the National Archives, CIO-Rich and Program Open Government, among others.
