The Autoriteit Persoonsgegevens AP) has set three priorities for the period 2026-2028: mass surveillance, artificial intelligence (AI), and digital resilience. With these priorities, the AP aims to better protect people in an increasingly digital world. The 2026 annual plan describes the steps the AP will take this year within these priorities.

In 2026, the AP will focus on preventing discrimination as part of its efforts to combat mass surveillance. The AP will do this, for example, by discouraging the widespread use of surveillance techniques and restricting them where necessary. There will also be a focus on the security domain and the balance between freedom and security within it.
Furthermore, the AP is deploying more capacity in the field of AI and algorithms. Among other things, this year will see the publication of the AP's vision on generative AI and the GDPR preconditions. The AP is also working with other supervisory authorities on the implementation of the AI Regulation.
Digital resilience is the third priority. Among other things, the AP remains committed to raising awareness in the field of (cyber) security. This includes providing information about dependencies on third countries in the field of digital services. The AP is also strengthening its cooperation with other relevant supervisory authorities.
With its2026 annual plan, the AP is implementing the priorities set out in itsStrategic Focus 2026-2028. This represents the next step in the implementation of the AP'ssupervisory strategy. The Strategic Focus also focuses on the AP's approach to supervision in the coming years: with an open attitude. The AP's other work will of course continue as usual. This includes resolving complaints, reviewing legislation, and providing information. In a rapidly changing and digitizing world, the AP remains committed to protecting people.
