Senate passes digital government bill

On March 21, the Senate passed the Digital Government Bill. The Digital Government Act (Wdo) will take effect in phases on July 1, 2023.

This law is the first part ("tranche") of regulations for the further digitization of government. The first tranche deals with how citizens and businesses can log in securely and reliably to the (semi-)government. Citizens are given the opportunity to use private means of login in addition to DigiD. In addition, the law contains rules on information security and privacy and the use of open standards.

What does the Wdo change?

The law requires public service providers to determine the level of reliability required for access to their digital services for each service. They are also obliged to accept the login resources that the Minister of the Interior and Kingdom Relations has authorized for their digital services. For admission, providers of these login resources must continue to meet admission requirements. This applies to the public login tool DigiD and private tools such as eHerkenning, but also to possible new private login tools for citizens and businesses.

Advantages

These changes bring a number of benefits.

  • These identifiers give public service providers greater assurance of a person's identity.

  • Citizens' data are also better protected.

  • In addition, citizens and businesses will soon have a choice of multiple login methods.

Public service providers must comply with the obligations in the Wdo once they are connected. Connecting will be done in consultation with service providers in the near future so that feasibility can be taken into account.
