With an impact assessment, the Commission is examining what steps are needed to achieve this goal. This has already identified problems standing in the way of a European offering of cloud and AI services:
Insufficient access to natural resources, such as energy and space for data centers.
Slow and divergent licensing procedures in member states.
Untapped technological innovations in data center design.
A lack of European cloud computing services that can operate on a large scale and serve the public sector, for example.
Different policy options
To address these challenges, the Commission is considering 3 policy directions:
Status quo -No additional measures, build on existing EU legislation.
Targeted adaptations - Technical improvements in interoperability, transparency and security.
Ambitious reforms- Introduction of binding standards, joint public investment and encouragement of European cloud providers.
Consider
The European Commission invites citizens, businesses, public authorities and civil society organizations to react to the 3 policy options. This can be done through a public consultation that runs until July 3, 2025. Based on the responses, a concrete policy proposal will be worked on, to be released later this year. With this, Europe may take a big step towards digital independence.
