The Digital Networks Act aims to replaceexisting EU ruleson electronic communications with a single uniform framework. With this, the Commission wants to, among other things:

  • simplify cross-border service provision by allowing providers to register in just one Member State in order to operate throughout the EU;
  • reduce administrative burdens, creating more scope for investment in network expansion and innovation;
  • increase the availability of high-quality connectivity, such as fiber optics, 5G, and satellite networks, throughout Europe;
  • Strengthening the security and resilience of digital networks through greater cooperation and risk management.

The Commission sees digital connectivity as the basis for innovation and digital sovereignty in Europe. Reliable networks are important for businesses and start-ups, but also for public and social applications, such as remote healthcare and education.

Digitalization strategy

The proposal is now being considered by the European Parliament and the Council of the European Union. The Digital Networks Act is part of the broader European digitization strategyShaping Europe’s Digital Future.
