Cabinet comes up with new registration system for cab rides

A new cab trip registration system will make it easier for cab drivers to submit data. Besides ensuring a safer cab market, it will also save costs and time. On the proposal of State Secretary Jansen of Infrastructure and Water Management, the Council of Ministers has decided that the plans for the new registration system can be submitted to the Raad van State.

Currently, cab drivers still store trip data in a device inside the cab, the on-board cab computer (BCT). This has to be physically read out periodically. Research showed that this way is no longer efficient and effective. A new digital system, the Central Taxi Transport Database (CDT), will automatically collect and share the correct trip data. This will ensure that the Human Environment and Transport Inspectorate (ILT) can better and more easily supervise working and rest times, among other things.

Review Autoriteit Persoonsgegevens

The planned change in the law was reviewed by the Autoriteit Persoonsgegevens (AP) late last year. This showed that the AP had concerns about the privacy of drivers and customers . This would be insufficiently protected in the proposal, among other things because the GPS coordinates of the departure and arrival points of the cab vehicle would be stored. The AP believes there is a risk that other information sources could be used to retrieve privacy-sensitive information. In the new proposal, State Secretary Jansen has therefore made a number of changes. For example, the end point is now no longer recorded, but only the starting location of the cab and the miles traveled. As a result, privacy-sensitive destinations cannot be identified on the basis of the cab data. It is also made clearer what the data is intended for and that there is a statutory retention period of up to two years.

Entry into force

Now that the Council of Ministers has approved the present draft Decree, it will be submitted to the Raad van State for a final opinion. July 1, 2025 is still the targeted effective date.
