New: multi-year plans for digital information management

The Ministry of the Interior and Kingdom Relations (BZK) has published its multi-year plans for information management and public access for 2026–2030. These plans set out the course for the next five years.

Digitale Overheid January 12, 2026

The focus is on strengthening the sustainable management of information and active disclosure. To this end, the following four measures will be further developed and implemented:

  • Generic Woo Facility (GWV): the central platform for active disclosure of government information. Further development is underway, including an improved search function for citizens, researchers, and journalists.
  • Email archiving: technical and organizational measures to better secure emails. These measures must be in place by summer 2026 at the latest.
  • Chat archiving: a government-wide facility for the smarter storage of chat messages from, among others, government officials and civil servants in key positions. This facility will also be delivered in 2026.
  • Search and Find 2.0: an improved government-wide search functionality that supports organizations in finding information, including for Woo requests. This will be rolled out at the end of 2026.

Municipalities, provinces, and water boards

The multi-year plan is a legal obligation under the Open Government Act (Woo). Administrative bodies use it to show how they make digital information permanently accessible. The Association of Netherlands Municipalities (VNG), the Interprovincial Consultation (IPO), and the Union of Water Boards (UvW) also presented their own plans. These are clearly listed on the websiteopen-overheid.nl.

The plans were submitted to the Advisory Committee on Public Access and Information Management (ACOI) at the same time as they were presented to the House of Representatives. The ACOI will respond at a later date.
