From National Coverage System to Cyber Resilience Network

To increase the digital resilience of government, businesses and civil society organizations, public-private cooperation is very important. A good way to achieve this is the National Coverage System (LDS). To make the LDS future-proof, the name will be changed to "The Cyber Resilience Network." Within this network, public and private parties will work together more unambiguously and intensively.

Basis for future vision

To arrive at the future vision, it was first necessary to make a number of policy choices. These choices were based on an evaluation of the current system, available documents and discussions with system partners.

Themes for further development

The further development of the system focuses on 7 themes:

  1. Network: intensive cooperation with various public and private organizations is needed for wider outreach.

  2. Timeline: there should be more cooperation during incidents. From the initial threat to the evaluation and recovery period.

  3. Functions: the main function of information sharing is changing due to the NIS2 directive (2). There is also a need for 4 additional functions namely: incident handling, target and victim notification, education, training & exercise, and knowledge sharing.

  4. Clarity about participation: the scope of the revamped system and the preconditions for participation need to be clearer.

  5. Direction and coordination: there will be clear direction and governance around the revamped LDS.

  6. Consolidation: bringing together public-private partnership initiatives under the umbrella of the new system is necessary for more efficient operation.

  7. Naming: there will be a new name that properly covers the scope of the system. The current name "National Coverage System" will be changed to "Cyber Resilience Network.

Follow-up steps

The NCSC and DTC are creating a plan to further develop the Cyber Resilience Network. Well-run components of the LDS will continue to exist and further stimulated where necessary. The various parties regularly evaluate progress.

With the introduction of the Cyber Resilience Network, the Netherlands is taking an important step toward a more digitally secure society, in which public and private organizations are working together to increase resilience.
