The report below is a summary of the Alert Online 2025 Cybersecurity Survey, conducted by Ipsos I&O on behalf of the Ministry of Economic Affairs. The survey focuses on the perception of digital security among the Dutch population aged 18 and older, and also cross-references separate reports on business and government. Key findings include that cybercrime victimization is high, particularly phishing and telephone help desk fraud, the latter of which doubled from 2024. Although concerns about personal digital safety have decreased, people are more concerned about the digital safety of loved ones and the Netherlands, and there are sections devoted to knowledge levels, online behavior, and willingness to report. In general, the population gives themselves an ample rating for dealing with online risks.
