The report examines the options in the current legal system to address the adverse effects of deepfakes and makes recommendations for doing so.

A deepfake is image, sound or other material that is wholly or partially fabricated or existing image, sound or other material that has been manipulated using sophisticated technical tools and is indistinguishable from the real thing, if at all. Deepfakes make use of Machine Learning technology and Artificial Intelligence. In addition to discovering patterns, these networks can be used to easily produce images and sounds that resemble and are based on existing material. This report examines whether current and future unlawful or punishable manifestations of deepfake technology should lead to adjustments of existing laws and regulations (especially the AVG Implementation Act, civil procedural law and criminal (procedural) law), or whether existing legislation is sufficient.
