This report describes the recalibration of the fifth national Open Government Action Plan 2023-2027 to 'Open for Everyone 2.0', in which the Netherlands, as an OGP member, is committed to a more open, transparent, and responsive government. It shows which original action points have been completed, which are being continued, and which seven new social initiatives are being added around open data, open information, open algorithms, open standards, open source, open culture, and open approach. The focus is on the shift from 'making as much as possible public' to meaningful openness: information, data, software, and algorithms that are findable, understandable, and usable for citizens, journalists, researchers, and civil society organizations, with a stronger feedback loop between government and society.
