Since the decentralizations of 2015, municipalities have had increasing responsibility within the social domain, including youth aid, the Social Support Act (Wmo 2015) and the Participation Act. Integral collaboration between professionals - often across domain boundaries - requires efficient and responsible data exchange, but this is increasingly accompanied by complex privacy issues under the General Data Protection Regulation (AVG) and additional sectoral legislation.

Digitization, data-driven work and new technologies such as artificial intelligence (AI) present municipalities and professionals with new legal and ethical issues, especially now that supervision by the Autoriteit Persoonsgegevens has been tightened and citizens are exercising their rights more frequently. The central issue is: how do you realize workable collaboration without overstepping the boundaries of privacy rules?
