Does a records officer who processes records containing police data, modifies metadata or performs audits also have to sign a non-police authorization statement, or does the statement apply only to the duties listed in the model statement?

ANSWER

The statement is only a tool and not exhaustive. More important is whether the employee himself acts as a processor or only processes on instructions. Although authorization is not required, because of the duty of confidentiality and due diligence, it is wise that auditors and hired employees also sign a statement.
