Whereas We have taken into consideration that in connection with the overall liberalization of telecommunications infrastructure and telecommunications services, it is desirable to establish rules to ensure a coherent infrastructure and to promote effective competition;

So it is, that We, having heard the Raad van State , and in consultation with the States-General, have approved and decreed as We hereby approve and decree:
