2nd Digital Decade report: data regulation published

The implementation analysis shows that obligations from EU data regulations require some adjustments from municipalities. In addition, the regulations also contain helpful conditions. Finally, municipalities especially see opportunities to work with data in new ways.

European data regulations

In the coming years, a package of European laws and regulations will be coming at municipalities from the European policy program Digital Decade. In this2nd implementation analysis, VNG together with experts from 60 municipalities examined 5 regulations in the field of data sharing:

  1. Data Governance Act

  2. Data Act

  3. Open Data Directive

  4. Interoperable Europe Act

  5. EU-wide dataspaces (data spaces)

Better harnessing the potential of data

European data regulations regulate the sharing of data between governments with citizens and businesses. This must be done under the right conditions, with attention to privacy and information security. This allows citizens and businesses to better utilize the economic and societal potential of data.  

This report forms an initial picture, but the applicability is not yet entirely clear in parts. VNG proposes to jointly further investigate the abstract concepts from the European regulations for feasibility for municipalities and actual impact.

Implementation requires adjustments

Although the impact on municipalities seems limited, the implementation of European data regulations does require adjustments. Think about making data available for reuse and establishing frameworks for the use of protected data. Municipalities are encouraged to incorporate the requirements for reuse of information into their policies now. This will allow them to respond to the increasing demand for open data and transparency. This does require investments for further putting information management in order, and for technology, such as APIs.

Collaboration crucial

There is a need from municipalities for a manual explaining the upcoming changes due to data regulations in their entirety. The report emphasizes that cooperation between the Ministry of the Interior and Kingdom Relations, the VNG and other parties is crucial to ensure proper implementation.

Research other legislative clusters

The delivery of this report has identified the impact of the2nd legislative cluster of the Digital Decade. In the coming period, municipalities will examine the impact of the3rd legislative cluster "Artificial Intelligence, Privacy and Data Protection. In 2025, VNG will start with the remaining 3 legislative clusters.
