The Ukrainian government sees the cyber attack as a form of hybrid warfare. The cyber war between Ukraine and Russia has been ongoing since 2014.
Government parties VVD and D66 indicated two weeks ago that they want a Dutch cyber team to help Ukraine against hacking and cyber attacks from Russia. Mark Rutte offered Ukrainian President Volodymyr Zelensky yesterday at a press conference to help with possible cyber attacks.
During the joint press conference, Rutte indicated that everything must be done to prevent tensions between Ukraine and Russia from escalating further. According to Rutte, Ukraine is vulnerable to cyber attacks. The Netherlands has a lot of expertise to counter cyber attacks, Rutte said. The Netherlands has now agreed to be prepared to send cybersecurity experts to Ukraine.
The prime minister indicated that President Zelensky was having a study done to see if it could use the help from the Netherlands.
In late 2021, the United States and Britain also sent cyberwar experts to Ukraine to help the country defend itself against Russia.
