Netherlands more digitally resilient by bundling cybersecurity organizations

The National Cybersecurity Center (NCSC), the Digital Trust Center (DTC) and the Cyber Security Incident Response Team for Digital Service Providers (CSIRT-DSP) are merging into one central expertise center and information hub. Combining knowledge and information around cybersecurity, legal duties and service delivery in major incidents will increase digital resilience in the Netherlands. This new institution will provide all organizations in the Netherlands - large or small, public or private, vital and non vital - with appropriate information and knowledge.

Ministers Dilan Yeşilgöz-Zegerius (Justice and Security) and Micky Adriaansens (Economic Affairs and Climate Change) under which NCSC, DTC and CSIRT-DSP fall, today informed the House of Representatives (1) of the results of a reconnaissance of cooperation.

Government agencies work for different audiences

The government agencies share the same goals, but work for different audiences. The NCSC is primarily for vital organizations, such as banks, energy and telecom providers, and the Rijksoverheid itself, the DTC for business and the CSIRT-DSP for digital service providers. In 2024, both Cyber Security Incident Response Teams (NCSC and CSIRT-DSP) of the Rijksoverheid will merge. Then (2026) both information hubs and centers of expertise (NCSC and DTC).

Minister Dilan Yeşilgöz-Zegerius (Justice and Security): "We are increasingly living our lives online and criminals have caught on to that. In addition, the current situation in the world, with a war on the eastern flank of Europe, also makes this more topical than ever: our digital resilience to ward off cyber attacks must increase. It is therefore important to combat fragmentation in the approach to this between organizations. That is why there will soon be one organization that will work on this. In this way we combine forces in terms of knowledge, information sharing and expertise when things do go wrong."

Minister Micky Adriaansens (Economic Affairs and Climate): "We all notice how important digital resilience is. For example, if the Internet fails due to a cyber-attack, therefore stores are empty or even industrial production fails. There are digital devices and systems everywhere. This offers opportunities for our companies and convenience for consumers, but with that our digital resilience must also improve. The Rijksoverheid also has a stake in this. With knowledge sharing, modern legislation and expertise in large-scale incidents. That is why it is good that we create clarity with one organization and contribute to our digital resilience."

More efficient and effective

By creating a single organization, the Rijksoverheid can deploy its cybersecurity capacity more efficiently and effectively. This new organization will then function as a national expertise center, information hub and national Computer Security Incident Response Team (CSIRT). The joining of forces will also create efficiencies in the areas of joint operations, housing and ICT.
