The cyber resilience of the Netherlands can no longer be met with separate initiatives. These times call for one cohesive network: the Cyber Defense Network, CWN for short. In the CWN, public and private organizations come together. There they contribute their knowledge, expertise and experience to work together on tasks that contribute to the cyber resilience of all organizations in the Kingdom of the Netherlands, and thus also the overseas territories. Because only together do we become more resilient.

Last period the NCSC together with public private organizations created the building plan for the Cyber Resilience Network. This is a translation of the Future Vision Cyber Resilience Network (NCTV) and in line with the Netherlands Cybersecurity Strategy 2022-2028 (NLCS), which aims to strengthen cyber resilience in the Netherlands through collaboration between public and private partners.

This building plan provides guidance for this beginning with clear frameworks, choices and priorities for developing the CWN together with many public and private partners and forms a common starting point. During the development, it will be continually reassessed what is needed to further develop the CWN into a successful relevant network, which will require future adjustments to this plan.
The future vision describes the five functions (Information Sharing, Target and Victim Notification, Incident Handling, Knowledge Sharing and Education, Training and Exercise). In the building plan, concrete goals were established for each function and what activities and preconditions are needed to achieve them. With this CWN building plan, a firmer foundation has been laid within the Kingdom of the Netherlands to build on the cyber resilience of all organizations within the Kingdom.
It explicitly focuses not only on the European Netherlands, but also on the Caribbean part of the Kingdom. The vision of the future outlines the course. The building plan is the compass and the roadmap for putting that course into practice. Together they ensure that, step by step, through a widely supported task network, the Netherlands will become more resilient in the digital domain.
