The use of artificial intelligence (AI) by government agencies is on the rise. TNO research shows that the government is using more than 1.5 times more AI applications, compared to 2021. Municipalities in particular are doing a lot with the possibilities offered by AI. Of the total 266 AI applications found, 105 (39%) are deployed by municipalities. In addition, transparency about the use of AI and algorithms is increasing.

For the application of AI in public service, TNO sought answers to the following questions:
Where is the public sector applying AI?
What changed since 2021?
What insights have been gained about AI in government in recent years?
Government uses AI mainly for knowledge processing, archiving and anonymization, followed by inspection and enforcement. The increase in anonymization software can be explained by the influence of the Open Government Act (Woo). Several innovative applications are also being used in the public domain. Consider a virtual assistant for answering parliamentary questions faster and better.
By 2024, the government will be more transparent about the application of AI within public services. This openness is related to the advent of the Algorithm Register (1) in 2022. In it, government organizations register their impactful algorithms. Many organizations are already using the national register.
The figures on the number of AI applications come from research conducted by TNO (2) at the request of the Public Services Working Group of the Dutch AI Coalition. This research is a follow-up to the 2019 and 2021 quickscan AI in public services, which TNO conducted at the request of the Ministry of the Interior.
