The European Commission has investigated the effectiveness of the AVG privacy laws by scrutinizing several privacy regulators. The report was published Wednesday, June 24, concluding that the Luxembourg and Irish privacy regulators have insufficient resources to ensure compliance with EU rules.

"Because the largest tech companies are based in Ireland and Luxembourg, these countries' privacy watchdogs are leading on many important cross-border issues and likely require more resources than the country's population suggests," the report said.
For example, Google, Facebook, Amazon and Twitter are headquartered in Luxembourg or Ireland. The Irish privacy authority currently employs 163 people, which is relatively high. Apparently, that is still insufficient to carry out all its work effectively, it judges.
