Our country must be able to count on Defense when it matters. Taking action against serious digital threats to our security, nationally and internationally, is part of this.

With the deterioration of the international security situation and the sharpening of geopolitical conflicts of interest, the contribution that Defense makes to our digital security has become all the more important. The Cyber Security Image Netherlands 2018 makes clear that the greatest digital threat to our national
security emanates from states. This has undeniable implications for the contribution expected from Defense in countering that threat. Moreover, our increasingly digitized country must be prepared for advanced digital threats in the event of an unexpected military conflict. Defense has a
responsibility to assume in this regard, both nationally and in NATO.
This Defense Cyber Strategy was drafted within the frameworks of the Defense Policy Memorandum, the Integrated Foreign and Security Strategy (GBVS) and the Netherlands Cyber Security Agenda (NCSA) and contributes to the implementation of these strategies. It builds on the foundation laid after the publication of the first Defense Cyber Strategy in 2012 with the establishment of the Defense Cyber Command (DCC) and the Joint Sigint Cyber Unit (JSCU) of the AIVD and MIVD and the strengthening of the Defense Computer Emergency Response Team (DefCERT) and the Royal Military Police. Many steps have been taken since 2012. It is now time to accelerate and connect. The cyber intensification from the coalition agreement, rising to 20 million euros structurally from 2021, makes this possible.
