Reading chip on passport and Dutch identity card soon to be exclusively via PACE protocol

To meet the highest requirements of data security, it will soon no longer be possible to read out the chip on the Dutch passport or identity card via the BAC protocol (Basic Access Control). From then on, reading the chip will only be possible via the PACE protocol (Password Authenticated Connection Establishment).

The change takes effect at the following times:

  • National passport introduction date: most likely in the second half of July

  • Introduction date for Dutch identity card and other passport models: Aug. 29, 2022

The change applies to all Dutch passports and identity cards with a chip. The documents will soon be identified by a model number ending in a 6 or higher (see image below). This number can be found on the back of the holder page of the passport and Dutch identity card. The external features of the documents will not change.

Check software inspection equipment

The inspection equipment, whose software complies with current ICAO standards, always reads the chip first via the PACE protocol. Only if reading through PACE fails is BAC an alternative to access the data in the document's chip.

In the summer of 2022, this alternative will disappear. If the software does not meet the ICAO standard, adjustments to the software may be required so that users are not inconvenienced. It is possible with current documents to test inspection equipment to read the document's chip via the PACE protocol.
