Minister Hoekstra has sent the Senate and House of Representatives the draft implementation decree revised Payment Services Directive PSD2.

The draft decree serves to implement the PSD2 Directive. Among other things, the decree strengthens the licensing requirements for payment institutions and sets additional requirements for the internal business operations of payment service providers. The additional requirements for internal operations are mainly additional security measures to protect the payment service user against fraud and illegal use of sensitive payment data. For example, an additional requirement is that a payment service provider needs "explicit consent" from the account holder to access personal data. Another protection is the introduction of authentication procedures, including strong client authentication, for transactions that carry a high risk of fraud (such as payments over the Internet).
