Protocol Identification and Labeling (PIL).

The Protocol on Identification and Labeling, or the PIL for short, describes a standardized process for identifying, registering, modifying and verifying personal data in the immigration chain.

The protocol describes the procedure for identifying foreign nationals, who, either in the context of an application procedure or in the context of border control or supervision, come into contact with one or more organizations in the migration chain, and for registering the personal data in the Basic Immigration Facility.

Working according to the protocol ensures that unique, unambiguous personal data of optimal quality are available in the migration chain. The users of the personal data can rest assured that the personal data have been created through established procedures.

Compared to version 9.2, the following has been changed:

  • The text regarding the Back Reporting Facility 2.0 (Annex 7) has been modified. The text mentions that special personal and/or confidential data must be taken into account when sending one or more attachments. This data may not contain special personal data such as race, ethnicity, religion and sexual preference, nor may it contain information regarding any grounds for asylum.

  • Appendix 13 (Systems within the Migration Chain) includes a description of the Migration Chain Feedback Facility (TMK).
